The CBL Scheme

From November 12 2009, a new way of letting social housing across the Pennine Lancashire sub-region has been introduced, called Choice Base Lettings (CBL). The CBL scheme in our region will be called B-with-us.

Vacant properties are advertised (as estate agents advertise properties for sale) and applicants on the housing register can choose which properties they want to bid for. The bids (No Money changes hands) are then marked in order of priority and the property is offered to the bidder with the most priority.

The B-with-us CBL Scheme will allow you to choose where you would prefer to live from the housing that is available. The scheme is being introduced by four Local Authorities and 21 partner organisations operating in the sub-region:

Local Authorities

  • Blackburn with Darwen Borough Council
  • Hyndburn Borough Council
  • Pendle Borough Council
  • Rossendale Borough Council
  • Burnley Borough Council

The government wants Local Authorities and Housing Associations to give you more choice and control over where you live. Choice Based Lettings is a fair, transparent, accessible, clear and understandable way to access social housing.

The B-with-us CBL Scheme has been agreed by Local Authorities and Housing Associations within the sub-region.
